Anticipate years before licenses are available to anyone but primary residents. Areas are separated into Resort Zones and Neighborhood Zones

  • Resort Zones:
    • Keystone
    • Copper Mountain
    • Tiger Run Resort
    • Peak 8 of Breckenridge
  • Neighborhood Zones:
    • Type I: Primary Residence – max 60 nights per year allowed for entire home
    • Type II:
      • 35 Bookings per year (10/1 – 9/30)
      • Max occupancy is 2 per bedroom plus 2
      • All areas are currently capped for Type II Licenses in Neighborhood zones. Waitlists will only be in place when they are within 10% of the cap.
      • Lower Blue Basin cap: 550 (607 Type II licenses as of 12/2023)
      • Upper Blue Basin cap: 590 (678 Type II licenses as of 12/2023)
      • Snake River Basin cap: 130 (189 Type II licenses as of 12/2023)
      • Ten Mile Basin cap: 20 (30 Type II licenses as of 12/2023)

Town of Frisco

  • Town Council is capping STR’s at 25% of Housing (900 licenses). The current waitlist is 31 properties.
  • Housing Helps program to encourage deed restricting properties to long term rentals for Summit County employees, with potential down payment or other financial assistance

Town of Dillon

Currently no restrictions, did discuss increasing fees, occupancy is 2 per bedroom plus two

Town of Blue River

Currently no restrictions. They are evaluating data and may put restrictions on in the future if STRs increase a lot.

Town of Breckenridge

Mapped into Resort Zone, Zone 1, Zone 2, and Zone 3

  • Resort Zone – under the allowable limit by ~150 licenses
  • Zone 1 – Tourism Zone – under the allowable limit by ~400 licenses
  • Zone 2 – Downtown Core – over the allowable limit by 12
  • Zone 3 – Single Family Residential Areas – over the allowable limit be ~300

  • Grand County Winter Park: Incentives to convert to long term rentals, but no restrictions as of now
  • Eagle/ Avon: restricted in the core district
  • Durango: allowed in 2/6 neighborhoods, and restricts total number
  • Salida: allows only 1 per block
  • Crested Butte: limit to 30% of units in town
  • Aspen: no restrictions yet, but must renew annually
  • Steamboat: has a cap and overlay zones
  • Leadville: currently has a cap, unless owner occupied
